Actually the museum is open and free, but, if there is a special exhibit then the would set up a ticketing method online. Preference would be for "members" (i.e. donors) but the tickets are always ( I believe) free to the taxpaying public as the place is part of the Smithsonian (and run by the U.S. Government). European museums charge (a lot) but our DC museums run by the government are all free. Exceptions are those that are private (Newsmuseum, Spy Museum, etc.)
