President-elect Donald Trump’s team has signed an agreement with the White House unlocking key transition briefings and activities after a lengthy delay amid concerns, in part, over a mandatory ethics agreement.

But Trump has declined to sign a separate agreement with the General Services Administration that would have given his team access to secure government offices and email accounts, in part because it would require that the president-elect limit contributions to $5,000 and reveal who is donating to his transition effort.

Trump's transition will be paid for by private, not public, dollars under a transition agreement reached with the Biden White House.
