A law enforcement consulting group says the University of California, Los Angeles should develop clear plans and policies, communication lines and decision-making authority for major protests.

A new independent report is slamming UCLA's response to pro-Palestinian protests at the university earlier this year, criticizing what it calls a chaotic decision-making process and poor communication amongst the administration and campus leaders.
